Concessionary Bus Pass

The English National Concessionary Travel Scheme offers free travel on local public transport for people of pensionable age and those with an eligible disability.

It allows pass holders off peak travel, for free all over England on local bus services.

Pensioner smartcard

The qualifying age for concessionary bus passes is the same as the pensionable age of UK residents.

Anyone with a birthday before 5 April 1950 or who already has a bus pass will not be affected. There will be an incremental change for those born between 6 April 1950 and 5 April 1955. Those born after 6 April 1955 will qualify for a bus pass when they become eligible for a state pension. You can confirm the dates by using our eligibility dates document.

Disability smartcard

To qualify automatically on the grounds of a disability you must receive one of the following:

  • Higher Rate Mobility Component of Disability Living Allowance (HRMCDLA) or
  • Personal Independence Payment (PIP), where the applicant has been awarded at least eight points against either the PIP “Moving around” and/or “communicating verbally” or
  • Blue Badge, or
  • War Pensioners Mobility (WPC) Supplement

If you receive none of the above you may still be eligible to apply. To find our full eligibility guidelines, view the Concessionary Fares Scheme 2014-2015 and DfT guidance on eligible disabilities documents on the Luton Borough Council website.

To apply for a pass you can visit the Town Hall between 8.30am and 5.30pm on Mondays, Tuesdays, Thursdays and Fridays or between 10.00 and 17.30 on Wednesdays.
