The Code of Practice (COP July 2014 9.3) states that the local authority must carry out an assessment of a child or young person's education, health and care needs when it considers that it may be necessary for the special educational provision to be made for the child or young person through an Education, Health and Care (EHC) plan.
This is likely to be where the special educational provision required to meet the child or young person's needs cannot reasonably be provided from within the resources normally available to mainstream early years providers, schools and post-16 institutions.
In Luton, all requests for a co-ordinated assessment are considered by the Education, Health and Care (EHC) panel, a moderation group which includes local authority and school representatives.
