In Luton there are a range of sources of help and support available for children and young people who are experiencing behavioural or emotional difficulties Some sources of support are available to all children, young people and their parents and carers (universal services) but others are only available by a referral and usually following an assessment (targeted services). Specialist services are only for children and young people with very significant needs or who have a special plan, such as an Education, Health and Care Plan. Specialist services are always accessed through a referral process.

Universal services
Support in school should be in accordance with school behaviour policies with emphasis on consistency and calm, relationship-based approaches, first attention to best conduct and restorative practices. In addition the following universal services are available:
- Parentline – a confidential text messaging advice and support line for Bedfordshire parents and carers of children aged 0 - 19
- ChatHealth – a confidential text messaging advice and support line for 11 – 19 year olds
- Kooth – a free, anonymous online counselling and support service for young people aged 11 – 19
- Solihull on-line parenting course (for children aged 0 – 18), Family Links - The Nurturing Programme (information on behaviour, toilet training and sleeping) – see Flying Start website
- Early Years Advisors (‘Buy in’ Service available to all schools and settings – contact Nursery or school SENCO)
- SEN Support Team (Learning Support team, Early Years Advisors, SLCN Advisors, Autism Team (training for schools) - Buy in Service available to all schools and settings – contact Nursery or school SENCO)
- Educational Psychology Service (Buy in Service to all schools and settings – contact Nursery or school SENCO)
- Alternative Learning and progression Service (ALPS) Advisory Team – contact via school SENCO/ Inclusion manager

- Primary Behaviour Provisions outreach service – contact school SENCO/ Inclusion manager to discuss input

- Youth Offending Service (referral required from school/ setting , police, courts, Health, Early Help or Social Care)
- Virtual School – for ‘looked-after’ children – contact is via the child’s school’s Designated Teacher for looked after children or the child’s social worker

- CAMHS (Adolescent Mental Health Team (13 – 17); Neurodevelopmental Service – for children and young people with learning difficulties and neuro-developmental conditions; Community Eating Disorder Service; Emotional and Behavioural Team)

- NHS Speech and Language Therapy Service – referral by school / health professional required
- NHS Community Paediatrics - referral by school / SEN Service or health professional required
- Avenue Centre for Education – for pupils at risk of exclusion/ have been excluded (school referral required).
- Alternative Learning and Progression Service (ALPS) – for permanently excluded pupils and those requiring medical tuition
